Abstract

This study explores how state-led risk communication strategies were designed and implemented during the Nyiragongo volcanic eruptions in Goma, Democratic Republic of Congo. The study adopts a qualitative case study design based on in-depth interviews and focus group discussions with 30 informants. Thematic analysis reveals fragmented messaging, delays in official communication, and public mistrust in state institutions. While communication platforms such as radio, SMS, and social media were utilised, challenges related to message consistency, language inclusivity, and inter-agency coordination weakened their overall impact. The study underscores the urgent need for participatory, locally contextualised communication frameworks to enhance public preparedness and crisis response.
